Daniel Hulls

Daniel Hulls is a founding Director (and until recently Managing Director) of the economics and consulting firm Cambridge Economic Policy Associates (www.cepa.co.uk). He is a specialist in economics, finance and public policy working across a range of sectors, and is responsible for CEPA’s educational publishing and digital learning practice. Daniel has developed a particular interest in the policy issues associated with scholarly communications and has led the work for CEPA’s two main contributions to the ‘open access’ debate: (i) the Costs and Funding Flows in the Scholarly Communications Process (2008); and (ii) Heading for the Open Road (2011). Prior to joining CEPA, Daniel worked for N M Rothschild and Sons Ltd (1997 – 2001) where he advised UK and Continental European governments on public private partnerships and asset sales; and HM Treasury (1991-1997) as an economic adviser. He has been a non-executive Director and Chair of finance of major London housing association (1998 – 2006).
