For STM Solutions, its new operational arm currently in formation, STM is inviting candidates to apply for the position of: CIO/Program Director, STM Solutions



STM Solutions will be a new operational arm of STM, the International Association of Scientific, Technical and Medical Publishers. STM Solutions aims to operate shared infrastructure services for member publishers and the broader scholarly communications community.

STM Solutions will initially focus on a cluster of access solutions, that build on foundations such as established by GetFTR and STM’s participation in the SeamlessAccess coalition.

In addition and as part of an Incubator Program, STM Solutions plans to take on responsibility for prototyping, evaluating and operating new services, working closely with the STM Standards and Technology Executive Committee (STEC). STM is seeking an experienced CIO/Program Director to lead STM Solutions and drive execution.


Objectives of the Job

• Take on the daily responsibility for the management and further development of STM Solutions

• Define strategy, policies and set overall priorities and targets for approval by the STM CEO and the STM Solutions Board

• Ensure that STM Solutions services deliver 24/7 and operate effectively and efficiently

• Work with the Access Working Group on budgets and priorities to develop feature sets which are compelling both to end users and integrators while achieving publisher objectives

• Drive adoption of STM Solution’s services by additional publishers, integrators and platforms ensuring that agreed targets and related revenue goals are met

• Develop and execute an Incubator program for the prototype testing of new services in close collaboration with the STM Standards and Technology Executive Committee (STEC)

• Drive awareness and adoption within STM for new opportunities in standards and technology as part of the Incubator Program • Build and manage a team that fosters a culture of innovation


Scope of work, responsibilities

• Ensure all services operated by STM solutions deliver to the set standards and are operated efficiently, are stable, secure and scalable and run within agreed cost parameters

• Achieve a high level of support and participation by STM members for STM’s operational shared services as well as for the development of new initiatives

• Develop and implement an Incubator Program for STM Solutions in close collaboration with STM’s STEC

• Successfully bring new technology solutions for shared services from concept stage to prototyping to production and operations

• As part of the incubator program, run prototype tests to evaluate the feasibility and attractiveness of potential new initiatives

• Recruit and manage a team of capable and experienced product, communication and administrative professionals for STM Solutions

• Facilitate discussions of the STM Solutions Board, STM’s STEC and cluster Working Groups, driving decision making around policies, priorities, new initiatives and budgets

• Collaborate with and advise the STM STEC on the technological and operational implications of new initiatives

• Manage a team of Product Managers, Outreach managers and the engineering teams for the solutions clusters

• Manage budgets and finance of STM Solutions within agreed cost parameters, work with administrative resources to ensure correct invoicing and processing and recording of all financial transactions


Experience, job requirements

• Minimum 10 years’ experience with digital information products and services in a product management or technology leadership role, preferably in STM publishing and/or research environments

• Experience in managing robust and reliable delivery of information products and services

• Broad familiarity with key technologies and standards used in digital information products and services, including authentication, content management, metadata standards, persistent identifiers

• Understanding of modern web technologies, including front- and back-end development, SaaS principles, APIs and cloud infrastructure services

• Proven ability to lead business development for new initiatives; extensive network in scholarly communications is a plus

• Proven ability to manage complex, multi-stakeholder projects

• Proven ability to lead a diverse team in a start-up, virtual environment

• Proven ability to manage and meet six-figure budgets

• Prepared to travel worldwide for up to 30 % of the time

• Personal skills and competences: good ambassador, creative problem solver, self-propelled, multi-cultural, affinity with academic research environments,

• Proven understanding of the research culture and the world of scholarly communications is a plus

• Good command of English in speech and writing
