On 12 July 2006, the German university library consortium subito and 21 leading publishers signed the 'international' agreement dealing with library service and document delivery activities outside the German-speaking countries following settlement of litigation (STM press release http://www.stm-assoc.org/2008_10_01_Subito_Settlement_Press_Release.pdf .) The settlement agreement led to framework agreements for document deliveries outside German-speaking countries in 2006 and another framework for deliveries within those countries in 2008. More than 40 publishers have concluded licence agreements with subito on the basis of these arrangements.
The revised subito General Agreement was prepared by subito, STM and Börsenverein, the publishers’ and boooksellers’ association in Germany, and was released on 17 March 2016. Please refer to the STM Toolkit for the salient features of the subito General Agreement as well as the differences between the revised framework and the preceding arrangements.
STM recommends that member publishers participate in this programme, as we believe it is a useful and carefully balanced model for licensed document delivery activity in the digital environment.
